Whole wheat flour is milled from the entire kernel, so it keeps the bran and germ that white flour discards. That extra layer is where much of the wheat fructan and fermentable fiber sits, so whole wheat flour is at least as high in fructans as refined flour, not lower, and it rates high FODMAP.
