Skim milk powder is fat-free milk dried to a powder, which leaves behind almost pure milk solids: mostly lactose and dairy protein. Taking out the fat and water does not make it gentler, it leaves the milk sugar an even larger share of the powder than in whole milk powder. It grades very high in lactose and high in dairy protein, so skim or fat-free on the label says nothing about the two things that actually trigger dairy-sensitive people.
