Vinegar is a fermented food, and fermentation is exactly what builds histamine, so vinegar is a moderate histamine trigger and a frequent culprit behind reactions to dressings, pickles and sauces. Many vinegars also carry sulfites, either from the wine they were made from or added as a preservative, giving a second additive trigger.
