Fennel fronds are the feathery green tops, and they grade nothing like the rest of the plant. The fronds come back clean on FODMAPs, fructans, histamine, histamine liberation, oxalate, nickel, glutamates and gluten, with moderate salicylates as the single reading worth naming. The bulb is a different food on the same stalk: it grades high on fructans, high on total FODMAPs and high on salicylates. Fennel seed is different again, moderate on salicylates with a mild histamine liberator note. So the honest answer to "is fennel a trigger" depends entirely on which part is on the plate, and the fronds are the forgiving one. They are also used as a herb in pinches, which means the realistic dose is a fraction of a bulb serving.

Watch for

Do not carry the bulb's grades over to the fronds or the other way round. Fennel bulb is high on fructans and salicylates, the fronds are clean on FODMAPs and only moderate on salicylates. Logging them as one food will make your diary blame the wrong thing. / Salicylates rate moderate. A garnish is a pinch and irrelevant, but a frond heavy pesto, a fistful stirred through a grain salad or fennel top tea is a real salicylate dose during a strict elimination. / Fennel seed is its own entry, moderate on salicylates and often chewed by the spoonful after a meal, which is a much bigger dose than it feels like. / Fennel belongs to the Apiaceae family alongside celery, carrot, dill and coriander. If you have birch or mugwort pollen allergy with cross reactions to that family, the fronds can provoke oral itching even though the trigger grades are clean. / Clean on histamine and histamine liberation, which makes fronds one of the few fresh herbs that stays usable on a strict low histamine kitchen.
